USER GROUP ADMINISTRATION Application Setting

Description.  This application function provides a user the ability to attach another user to a user group without first being part of that user group. When the application function is initially activated, a message ("All users groups in all properties will be marked as ‘User Group Administration'. Do you want to continue?") displays. While active the Group button displays on the Edit User - Name screen and all current user groups are flagged as ‘User Group Administration’ with the exception of the OPERA Supervisor group. A user must be granted the permission USER_GROUP_ADMINISTRATION in order to use this functionality. When the associated permission is not granted, users will still see the Group button, but it will be unavailable for use (grayed out).
