E4071 Cmd Rej: VFLEX cannot be turned ON if STPOPTS DefCC/DefNDC is NONE

The defcc and defndc system options must be provisioned before the V-Flex feature can be turned on.

Recovery

1. Use the chg-stpopts command to provision the defcc and defndc system options.
2. Re-enter the chg-ctrl-feat command to turn on the V-Flex feature.
