E3503 Cmd Rej: Card Configuration is inconsistent with Card Set List

The card set list used when threstype = SET is inconsistent with the current configuration of the EAGLE.

Recovery

1. Enter the act-upgrade:action=createsets command to create a new current list of card sets.
2. Re-enter the command that generated this error message.
