E4507 Cmd Rej: DEFCC must be provisioned

The defcc parameter must be provisioned before the Prepaid IDP Query Relay feature can be turned on.

1. Display the existing default country codes. Enter the rtrv-stpopts command.
2. Provision the default country codes as necessary. Refer to the chg-stpopts command description in Commands User's Guide for assistance.
3. Re-enter the chg-ctrl-feat command that generated this error message.
