E5385 Cmd Rej: EPM-B based card(s) present in IS_NR/IS_ANR state

The EPM-B based card(s) must be in the OOS-MT-DSBLD before Message Flow Control can be turned OFF.

Recovery

1. Display the status of the card that generated this error message. Enter the rept-stat-card command, specifying the card location.
   The primary state of the card is shown in the PST field.
2. Change the primary state of the card to OOS-MT-DSBLD as necessary. Refer to the Maintenance Guide for assistance.
3. Re-enter the chg-stpopts command that generated this error message.
