E4113 Cmd Rej: Measurement collection in progress, Retry later

The copy/format-disk commands cannot be entered while OAM measurements collection is in progress.

Note:

Entering the chg-meas command while the copy-disk command is in progress results in read and write errors, because the standby fixed disk is not accessible and the active fixed disk only allows read-only access.
