E3333 Cmd Rej: Alarm Inhibition Level cannot be changed

This command cannot be used to change the level of inhibition on a device.

Recovery

1. Use the unhb-alm command to restore the reporting of alarms for the given device.
2. Re-enter the inh-alm command that generated this error message, specifying a new alarm inhibit at the desired level.
