E3626 Cmd Rej: Cannot change IPSG FCMODE to FCOPY due to ports C/D config

For IPSG cards, FCMODE value can not be changed to FCOPY (Fast Copy) if any of the IPSG card in Eagle has IP links provisioned on Fast copy ports.

Recovery

Ensure that no IPSG card in Eagle has IP links provisioned on Fast copy ports.
