E3459 Cmd Rej: GTTSET MBR Settypes Support ITU BGN/CNT/END Pkgtype

If the GTT set specified by the optsn parameter has a MAP Based Routing (MBR) set type (IMEI/IMSI/MSISDN/VLRNB/SMRPOA/SMRPDA) in the GTA command for the ITU opcode entry, then the package type specified via the pkgtype parameter must be an ITU TCAP package type of BGN/CNT/END.
