E5056 Cmd Rej: FLOBR must be ON before TOBR can be enabled

The Flexible Linkset Optional Based Routing (FLOBR) feature must be turned on before the TCAP Opcode Based Routing (TOBR) feature can be enabled.

Recovery

1. Display the status of the FLOBR feature. Enter the rtrv-ctrl-feat command.
   If the feature does not appear in the output, then the feature is not enabled. If the feature has a status of OFF, then the feature is enabled but is not turned on.
2. Enable and turn on the FLOBR feature as necessary. Refer to the Database Administration - GTT User's Guide for assistance.
3. Re-enter the enable-ctrl-feat command that generated this error message.
