E3601 Cmd Rej: OLD and NEW VLR combination not exists

The OLD and NEW VLR combination does not exist in the VLR Roaming table.

Recovery

1. Add a new entry to the Roaming table for this combination by entering the following command:
   ent-vlr-roaming:oldvlr=<>:newvlr=<>:time=<0-1440>
2. Re-enter the command that generated this error message.
