This message indicates the total usage for the linkset TPS rate has fallen below the configured linkset TPS rate.

This message indicates that the actual linkset transaction rate has fallen below the linkset capacity alarm threshold defined by lsusealm, tpsalmtype, slktps (rsvdslktps or maxslktps based on tpsalmtype) parameters and the number of links in the linkset.
