The UE sends a NAS message with EPS bearer ID and non-IP data to the
MME. The MME/SGSN sends the NIDD Mobile Originated Data Request containing User
Identity (IMSI), EPS Bearer Identifier, and non-IP data message to SCEF. When
SCEF receives the non-IP data on the T6a/T6b interface, and finds an SCEF
context, it determines whether the uplink message rate is within the configured
APN uplink rate. If SCEF finds the uplink data message is within the rate
thresholds, it sends the non-IP data to the appropriate SCS/AS using the
Notification Destination Address provided by the SCS/AS at the time of NIDD
configuration, if provided, or the configuration in the SCS/AS managed object.
Note:
The configured Uplink Data Rate is conveyed to the MME/SGSN and
in turn to the UE in the Protocol Configuration Options IE in the T6a/T6b
connection establishment answer, so it is not usually expected for the UE to
send uplink data at a rate higher than that configured.
