On Boarding a Partner

This procedure on-boards an SCS/AS into SCEF-OCSG.

1. Register a partner account.
2. Approve partner account creation.
3. Create a partner group.
4. Assign the partner to a specific group.
5. Create a partner application.
6. Approve the application creation request.
7. Set the traffic password for the application.
