You can create line items in a Document Type BP with folder structure record and import attachments into the line items (go to a Document Type BP with folders record, open the folder, open the record, click Actions, and select Import Attachments). For any Workflow, or Non-Workflow, Document Type BP with folder structure record you must ensure that all the required fields have values.
