Context for User Defined Rules

These rules can have any name of the user's choosing with the rule's type dictating the available contexts. There are configuration naming standards for many of these rules, but no systematic enforcement. CopyBooks and Functions contained within the rules may have a different context than the containing rule. This difference is restricted to contexts with similar hierarchies. A state override capability may also differ between the rule's creation and its resolution.
