まだデプロイしていないサービスに対してストア全体のポリシーのパラメータを変更します。dryRunが使用されている場合、このコマンドは、指定されたパラメータを変更せずに返します。

"params"引数は、オブジェクトの配列です。各オブジェクトには、パラメータの名/値のペアを含むフィールドが1つのみ存在します。
