Recovery:

The alarm clears when the connection is
operationally unavailable or all paths are operationally available.
Potential causes are:
- A host IP interface is down.
- A host IP interface is unreachable from the peer.
- A peer IP interface is down.
- A peer IP interface is unreachable from the host.
- Network path is down between one host IP and the
other peer IP.
- Network congestion or large latency in network
(resulting loss or late arrival of packets).

Identify the most recent SCTP Connection Impaired
event in the event log for the connection and use the event's recovery steps to
resolve the issue.
