- The UDRBE application’s subscription task event queue is approaching its maximum capacity. This alarm should not occur when no other congestion alarms are asserted. The alarm severity depends upon the amount of the UDRBE subscription task event queue being used:
- Minor when utilization exceeds 60%.
- Major when utilization exceeds 80%.
- Critical when utilization exceeds 95%.

Recovery:
- Determine whether the traffic rate of the system is too high. If yes, reduce traffic rate to clear alarm. The alarm clears when utilization falls below these thresholds:
- <= 50% (clears Minor alarm)
- <= 70% (clears Major alarm)
- <= 90% (clears Critical alarm)
