Understanding ACA Data Extraction, Transmittal, and Form 1095-C Printing

The Affordable Care Act requires each ALE Member to file with the Internal Revenue Service Form 1094-C (Transmittal of Employer-Provided Health Insurance Offer and Coverage Information Returns), and Form 1095-C (Employer-Provided Health Insurance Offer and Coverage) for each of its full-time employees.

PeopleSoft HCM HR Manage Base Benefits product supports the filing of Forms 1094-C and 1095-C. This process involves data tracking, annual data setup, data loading, reviews/updates, audit reporting, electronic transmittal and form printing. These tasks can generally be grouped into three areas:

  • Data extraction

  • Form filing/transmittal

  • Printing Form 1095–C

Most of the data required by the Forms 1094-C and 1095-C is available in the PeopleSoft system. The data extraction process loads each employee’s 1095-C data onto a page for administrator to review and modify before the forms are finalized to be transmitted and printed. Some fields are extracted directly from the PeopleSoft data source, while some fields are derived based on rules defined in the Data Extract Definition. PeopleSoft also allows you to upload employee’s form data, if processed by a third party, using the Excel-CI Load feature.

PeopleSoft Benefits supports the ISS-UI Channel to transmit ACA data to the IRS. In the ISS-UI Channel, information returns are uploaded as XML files via the transmitter’s web browser. Two XML files are transmitted: Request file and Manifest file. Once the extracted data are reviewed and finalized, the Create XML Transmittal Process is run to generate the Request file, which contains the Form 1094-C and Form 1095-C data. The Manifest File contains the ACA business header and request manifest details. The employer must upload the Request file and the Manifest File at the same time.

PeopleSoft Benefits only supports printing of Form 1095-C. In addition to the printed paper copy, an electronic version of the PDF form for employee Self Service is also provided.
