Understanding My Number Act

The Japan Government announces the new legislation to create an ID number system which is used in administrative procedures in Japan.

The My Number system is intended to effectively identify information about individuals that is collected and retained separately by multiple government organizations and to enhance the efficiency and fairness of the administration of taxation and social welfare in Japan.

Under My Number Act, Japanese citizen and corporate are assigned unique numbers to track income, social security, taxes and anti-disaster measures. The Japanese Government distributes unique number to the individuals who hold resident’s card from October 2015 and the system launches in January 2016. The Personal Number consists of 12 digits of numbers. At the same time, government distribute the unique corporate number which is of 13 digits numbers to each company. By collecting the My Number from employee and suppliers, Human Capital Management and Financials stores this number and generates the updated reports which is submitted to the Government.

In Phase I of My Number Implementation, the PeopleSoft provides an online provision to store and maintain the My Number for both the employees and dependents and for private companies.

As part of Phase III of My Number Act, the statutory reports have format change from January 2016, and the numbers are displayed on the reports.

There are format changes on the salary payment report e-file. This new format is used in YEA 2016 and later.

The following requirements around the salary payment report e-file are modified:

  • Wage payment report (Paper report).

  • Wage payment Summary report.

  • Wage payment report e-file.

  • Inhabitant Tax- Support for local cities tax designated by government - implementing this change has further impacts to Wage Payment Summary report, and Wage Payment Report e-file.
