Understanding the Time and Labor Functionality Supporting Affordable Care Act

The PeopleSoft Human Resource Time and Labor support for ACA (Affordable Care Act) functionality assists you to determine if the employee is eligible for benefits under the Affordable Care Act. The functionality assists in the accumulation of service hours for all employee types that are salaried, hourly, and exception hourly employees. This accumulation process relies on the ACA Time Reporting Codes table to determine which TRCs to include in accumulating the hours as service hours.

The materialized views are used in the accumulation of service hours. It is a virtual table that contains the summarized data from a SQL statement. The materialized view stays static until you refresh it. These views calculate average hours for all employees of the Employee statuses (EMPL_STATUS) which include Active, Leave with Pay, Retired with Pay, and Terminated with Pay.

The ACA Eligibility Load Queries are used to retrieve data from the materialized views along with other HR Core tables, and output the results. You can download the results to an Excel spread sheet. The system also enables you to track payable hours which are counted for service hours under Affordable Care Act and provide analytics by calendar week or month.
