This topic provides guidelines and best practices for customer Siebel CRM applications upgrading to Oracle 19c Database and future releases. The first section presents the recommendations for gathering Oracle statistics and keep them updated. The second section covers the Oracle parameters suiting best Siebel on Oracle 19c Database and future releases. The following section is the best approach for having performing and stable Siebel applications in production using Oracle SQL Plan Management to create and deploy SQL Baseline, which is highly recommended. The last section explains the “Quarantine” feature of Oracle 19c Database and future releases and how best to use the Siebel Event Logging avoiding change to SQL execution plans.

Siebel CRM performance tuning is a complex topic. Although there's no "one size fits all" solution, following the guidelines in this document will establish a solid foundation and a healthy baseline for further performance tuning.
However, they won’t guarantee that all customers see that 100% of their issues will go away by implementing these recommendations. The only way that customers guarantee a smooth go-live is to include performance testing using our recommendations and address what remains before going live. We highly recommend that production load would be simulated on full size copy of the database in a pre-production/performance testing environment. Oracle Real Application Testing can be used for production-like simulation.
