Recovery:

1. Confirm that the affected vSTP MP is at congestion level CL2 or higher and that GTT Duplicate Action is provisioned.
2. Determine the condition driving SCCP thread congestion. Review CPU utilization, SCCP usage, ingress traffic rate, SCCP Stack Event Queue peak/average/full, and concurrent congestion or routing alarms.
3. Compare the affected MP with peer MPs to determine whether the issue is isolated to one MP or affects the site.
4. Investigate and correct abnormal traffic distribution, traffic bursts, translation/routing failures, or SCCP/GTT loops through approved operational procedures.
5. Verify that SCCP thread congestion drops below CL2. Confirm that 70286 clears and GTT Duplicate Action processing resumes.
6. If CL2 congestion persists or recurs, retain the relevant KPI, alarm, and trace evidence and contact My Oracle Support.
