Recovery:

  1. Record the timestamp and congestion level from the alarm details.
  2. Review tracing workload and collect the tracing queue and discard measurements: VstpTracingStackQueuePeak/Avg/Full, VstpTraceOamStackQueuePeak/Avg/Full, VstpTracingDiscardCpuExceed, and VstpNumTraceSendSoamFail.
  3. Identify broad trace filters, excessive simultaneous traces, or an unusual traffic increase that correlates with the alarm.
  4. Reduce tracing scope or duration through approved tracing configuration; retain only the filters required for the investigation.
  5. Verify tracing congestion returns to CL0 and the alarm clears.
  6. If tracing remains congested after scope reduction, collect the queue/CPU evidence and escalate to My Oracle Support.
