Create Groups for Oracle Cloud Console Access
As a best practice, you should assign permissions to groups rather than to individual users. For this reason, you'll want to create groups for your service administrators. Then you can grant the groups Oracle Cloud Console access by creating Oracle Cloud Infrastructure Identity and Access Management (IAM) policies.
Group Suggestions
You might want to create groups based on roles in your organization or based on what the members have permission to do. For example, you might create a group called OICServiceManagers for users who will be allowed to update, start, and stop instances; and another group called OICServiceAdministrators for users who will be allowed to create, delete, and move instances.
