Oracle Radio WebSocket Talk-Floor Operations

Request and release the right to transmit on a Radio channel.

A granted talk token represents a temporary right to transmit on one channel. It is not an authentication credential. Use a talk token only for the authenticated user to whom the service granted it, and don't transfer the token to another user or client.
