Configure dashboard filters as local filters

A dashboard filter, such as Compartment, can now also be configured as a local filter for an individual widget. For that widget, the local filter selection takes precedence. When the dashboard filter selection is changed, the dashboard filter value takes precedence and is applied to the widget.
