IPv6 support for OCI Monitoring

The Oracle Cloud Infrastructure Monitoring API now supports dual-stack API endpoints. A dual-stack endpoint can resolve to either an IPv6 or an IPv4 address, allowing you to connect over IPv6 while retaining IPv4 compatibility.
Existing IPv4-only endpoints continue to be supported. To use IPv6, see Ways to Access Monitoring.
