New Overview page and guided setup for Resource Analytics

Resource Analytics now provides a guided instance creation experience designed to simplify onboarding and improve setup success.

A new overview page introduces the service and its requirements, while a guided step-by-step creation task list helps users create or select required prerequisites, validates permissions early, and surfaces issues immediately to prevent failed deployments later in the process. These enhancements streamline the initial setup experience, reduce configuration errors, and help customers successfully provision Resource Analytics on their first attempt.
