Class CustomSandboxOutboundNetworkingConfig

Outbound networking configuration that uses a customer subnet for sandboxes in this project. Oracle applies an effective ALLOW_ALL network policy and the customer controls egress through VCN controls, such as NSGs, route tables, and security lists.
