Include Requisition Attachments as RFx Document Header Attachments

During sourcing document generation, requisition header attachments are transferred as header attachments on the RFx document. The attachment description automatically includes the requisition number so buyers can identify the source attachment when an RFQ includes multiple requisitions. Transferring attachments to RFx headers instead of RFx lines also avoids duplication and reduces attachment storage requirements.
Compared with the prior sourcing negotiation capability, this enhancement adds the capability directly to the Oracle Sourcing flow in Release 12.2.13. This enhancement improves traceability from requisitions through negotiations and downstream outcome documents.
