There is a list of links under Resources on the left:

In the VCN Information section there are fields for:

Under Security Lists in mycmprt Compartment there is a button Create Security List.
There is a grid with columns for Name, State, and Created.
There are rows for Security List for Private Subnet and Default Security List (surrounded by a red border).
