There is a section User Roles, with a grid with columns for Role Name, Description, Dynamic, Route Control, and View Definition. Each row has a plus and minus sign button.

There are four roles, EOPP_USER, PAPP_USER, PeopleSoft User, and the new role PACL_PAD, listed under User Roles.
