This is the Services Targeting page.  It consists of a list on the left-hand side of the available pages.
In the middle and on the right are two panes with left and right arrowed buttons between them. The left-hand pane contains a list of available services, and the right-hand pane a list of available targets.
At the bottom on the left-hand side is a Help button, on the right-hand side are four buttons, Back, Next, Finish, and Cancel.  Finish is greyed-out.
