Provision an Instance Without the Correct User Roles Causes Failure

If you attempt to provision Oracle Integration Classic (user-managed) without the required set of user roles, you receive errors. For example, the following error occurred because the user account did not possess the correct role for provisioning an Oracle Database Classic Cloud Service instance.
