Perform Data Movement Prerequisite Tasks
You must review and perform prerequisite tasks before you submit data movement details on the Data Movement page in Oracle Database Management.
First, ensure that you have the OMC Administrator role, or an OMC User role with the Manage privilege. For information on user roles and assigning the Manage privilege, see:

Also, from the source on-premises Oracle Database, if you want to export database schema that does not belong to you, then you must ensure that the required role is granted. See Perform Source Database Related Prerequisites.
