This screenshot shows the Publish dialog. The text reads "Note: If you are using a development environment that's running a newer Oracle Cloud Applications release than your production instance, it's best to hold off on publishing your changes until all instances are on the same version." There is also a "Tell me more" link that takes you to the online help.

Beneath this text is a Commit Message text area where you can enter a description of the changes you've made. In the Target Branch field, you can select the remote branch to publish to. Under the Target Branch field, there are two buttons side-by-side: Merge Now and Merge After Review. Beneath the buttons is the New Working Branch Name field. At the very bottom of the dialog, you can click the Publish button.
