4. Add users to the project
5. Set up the project for development
   1. Create a Build VM template and add Build VMs
   2. Configure the packaging and deployment jobs
6. Set up the project for deployment to production
   1. Add the Visual Builder production instance to an environment
   2. Create the packaging and deployment build jobs, and set up a build pipeline
   3. (Optional) Restrict access to the build jobs
