Budgetary Control Journal Exceptions
Exclude a journal source and category from budgetary control validation on journal entries by adding the journal source and category to the Journal Source and Category Exceptions table.
Select the Disable budgetary control for all journal source and categories option to exclude all journal entries from budgetary control validation.
When a ledger is enabled for budgetary control, these journal sources and categories are predefined by default:

If a new predefined journal source is added after a ledger is enabled for budgetary control, it isn't added automatically. The new predefined journal source and category must be added to the ledger.
