Control of Transaction Completion Overview

Control the completion of Receivables invoices and credit memos by setting up a review process. Control of transaction completion applies to both manual and imported transactions.

Transactions created under control of transaction completion remain incomplete until a designated approver reviews the transactions for accuracy and completeness. You can use control of transaction completion, for example:

  • To monitor transaction creation by new hires.
  • To provide review of the transactions of specific customers before delivery.
  • To oversee the accuracy of transactions imported from third-party systems.

You can designate control of transaction completion on these transactions:

  • Invoices created manually using the Create Transaction pages or the Create Invoice REST API.
  • Credit memos created manually using the Create Transaction and Credit Transaction pages or the Create Credit Memo REST API.

    Controls on credit memos apply to both standard and on-account credit memos.

  • Third-party invoices and credit memos created using the Import AutoInvoice process.
    Note: You can't designate control of transaction completion on imported transactions from Oracle Fusion Cloud upstream systems, including Order Management, Project Management, and Subscriptions.

The control process doesn't apply to these transactions:

  • Debit memo, chargeback, and bills receivable transactions.
  • Invoices and credit memos without the Line and Freight line types.
  • Invoices and credit memos created using the SOAP web services.
  • Invoices and credit memos with tax processing managed by an external tax partner.
  • Imported transactions from Oracle upstream systems.

You designate specific sets of invoices and credit memos for review before completion by assigning these transactions preconfigured transaction sources and transaction types.

You configure a transaction source for review before completion by selecting the type of control:

  • No control: The default.
  • External control: After review by a designated approver, transactions are approved using the Receivables Invoice or Receivables Credit Memo REST service.
  • Role-Based control: Transactions are reviewed and approved by users with security role-based access.
  • User-Based control: Transactions are reviewed and approved by users defined by the Receivables Transaction Approval Rules spreadsheet template.

You configure a transaction type for review before completion by selecting the level of control of transaction completion:

  • All: Review all transactions assigned the transaction type.
  • Lines With Negative Amount: Review only transactions with negative line amounts.
  • None: Don’t review transactions, which overrides the transaction source setting.

The combination of transaction source and transaction type settings determine the type of review and control required before transaction completion.

After you set up control of transaction completion on designated invoices and credit memos:

  • Transactions created and saved either manually or using AutoInvoice are set as Incomplete.
  • If you are using External control, these transactions are available for review by designated approvers in the Billing work area or in the Manage Transactions page.
  • If you are using Role-Based or User-Based control, these transactions are assigned the Pending Approval status and automatically assigned to the designated approvers.
  • After review, the approver can either set the transaction to Complete or return the transaction to the initiator for further work.
