Enable the Maintenance Help Desk Profile Option for REST API
Enable the Maintenance Help Desk profile option so that it's available in REST APIs
In Setup and Maintenance go to the following:

Click the Tasks icon.

Click the Search link.

Enter Manage Profile Categories in the Search field.

Click the Search icon.

Click the Manage Profile Categories link.

In the Search Results region of the Manage Profile Categories page, click the Add icon.

Enter the Category Code: ORA_FND_AUTH_REST_ACCESS.

Click Search.
-
In the ORA_FND_AUTH_REST_ACCESS: Profile Options, click Add.

Enter Profile Name SVC_NG_ENABLE_MAINTENANCE_HELPDESK.

Click Save and Close.

Click Done.
