Configure Rate Definitions to Report Annual Full-Time Equivalent Salary

Annual full-time salary is the combined total of two predefined rate definitions:

Rate Definition Description
Annual Full-Time Equivalent Salary The contributors to this are the rate definitions for pensionable earnings that contribute to an employee’s annual full-time salary and that are prorated for part-time workers, for example, basic salary (that is stated as a full-time amount). These rate definition types can be:

Element, for example, salary basis element rate definition

Grade rate

Value by Criteria

Derived rate definition with contributor of existing salary element rate definition and rounding rule that matches the Annualized Full-Time Salary rounding rule of salary basis. Return Full-Time Rate should be checked for this new rate definition and its contributor
Annual Full-Time Non-Prorated Allowances The contributors to this are the rate definitions for elements that contribute to an employee’s annual full-time salary and are not prorated for part-time workers, for example, TLR3s.
Annual Full-Time Factored Allowances. The contributors to this are the rate definitions for factored TLR1 and TLR2 elements that contribute to an employee’s annual full-time salary. That is, they are the TLR elements that are awarded based on the proportion of the full-time equivalent responsibility and not the member's FTE.

Existing users: Review your existing Annual Full-Time Equivalent Salary Rate Definition. Remove any contributors for non-prorated allowances and add them to the Annual Full-Time Non-Prorated Allowances rate definition instead.

Add Contributors to Annual Full-Time Equivalent Salary Rate Definition

Use the Rate Definitions task to add rate contributors to the predefined Annual Full-Time Equivalent Salary rate definition. Only add the contributors for earnings elements that are prorated for part-time workers (for example, basic salary). Do not add contributors for non-prorated elements, such as TLR3s.

  1. Search for the Annual Full-Time Equivalent Salary rate definition.
  2. Add the rate definition contributor for each earnings element that contributes to members’ annual full-time salary and that is prorated for part-time workers. Note that all contributor types to Annual Full-Time Equivalent Salary must be rate definition only; other contributor types are not supported.

Ensure that the Return Full-Time Rate indicator is checked on the Create Rate Contributor page for each rate definition contributor.

You can verify this later, if needed, by selecting the Rate Definition link for each contributor that you added to the Annual Full-Time Equivalent Salary rate definition. This displays the Rate Contributor page for the selected contributor. Correct usage of the Return Full-Time Rate indicator is essential for the calculation of the Annual Full-Time Salary MCR data item.

Create Annual Full-Time Equivalent Salary Calculation Value Definition

Use the Calculation Value Definitions tasks to create a calculation value definition if there is not an existing one associated with rate definition “Annual Full-Time Equivalent Salary”.

Create a new calculation value definition as follows:

  • Calculation type: rate definition
  • Retrieval date: date earned
  • Calculation values: Predefined rate definition "Annual Full-Time Equivalent Salary"

Add Calculation Factor to Salary Basis Element

  1. Using the Elements task, search for the salary basis element.
  2. Select Calculation Factors and click Create to create a new calculation factor.
  • Calculation step: null
  • Calculation value definition: select the value definition created above.

Add Contributors to Annual Full-Time Non-Prorated Allowances Rate Definition

Use the Rate Definitions task to add rate contributors to the predefined Annual Full-Time Non-Prorated Allowances rate definition. Only add the contributors for earnings elements that aren’t prorated for part-time workers, such as TLR3s.

  1. Search for the Annual Full-Time Non-Prorated Allowances rate definition.
  2. Add the rate definition contributors for each non-prorated allowance element.
    Note: All contributor types to Annual Full-Time Equivalent Salary must be rate definition only; other contributor types are not supported.
  3. Select the contributor type.
    Note: The Return Full-time Rate indicator on the contributor must match the Full-Time Equivalent setting at input value level. Therefore, we recommend that you configure your Full-Time Equivalent input value and Annual Full-Time Non-Prorated Allowances rate definition contributor as follows:
    • The Full-Time Equivalent input value has a default value of No AND the Return Full-Time Rate indicator on the Rate Contributor page is not selected, or
    • The Full-Time Equivalent input value has a default value of Yes AND the Return Full-Time Rate indicator on the Rate Contributor page is selected.

Create a Calculation Value Definition

Use the Calculation Value Definitions task to create a calculation value definition if there is not an existing one associated with the Annual Full-Time Non-Prorated Allowances rate definition.

Create a new calculation value definition as follows:

Create a Calculation Factor

Add a rate definition calculation factor to each non-prorated allowance element.

  1. Using the Elements task, search for the non-prorated allowance element.
  2. Select Calculation Factors and click Create to create a new calculation factor.
  3. Enter the details as shown:

Add Contributors to Annual Full-Time Factored Allowances Rate Definition

Use the Rate Definitions task to add rate contributors to the predefined Annual Full-Time Factored Allowances rate definition.

Only add the contributors for the factored TLR1 and TLR2 earnings element rate definitions.

Do not add contributors for earnings that are prorated using the employee’s FTE, including the existing (non-factored) TLR1 and TLR2 elements and the non-prorated elements such as TLR3s; these contribute to the Annual Full-Time Equivalent Salary and Annual Full-Time Non-Prorated Allowances rate definitions respectively.

  1. Using the Rate Definitions task in the Payroll work area, search for the Annual Full-Time Factored Allowances rate definition (category: Derived Rate). The Return Full-Time Rate indicator in the Returned Rate Details is unchecked by default; do not change this.
  2. Add the rate definition contributor for each of the new TLR1 and TLR2 earnings elements. Only rate definition contributor types are supported; no other contributor types are supported. Ensure that the Return Full-Time Rate indicator is left unchecked for the element rate definition contributor.

Define Additional Balance Feeds

Refer to the Teachers’ Pension Additional Balance Feeds in the Oracle Help Center topic for information on balance feeds of pensionable earnings that contribute to permanent pensionable pay, part-time earnings and actual pensionable-pay.

In addition, add your factored TLR elements (retrospective elements only) as feeds to the Factored Allowances TPS Retroactive balance to enable the accurate reporting of part-time earnings when there is both a backdated salary pay award and a retrospective (but not pay award related) change relating to a factored TLR in the same MCR period.

For example, if you apply a new factored TLR retrospectively or change its factor, you will need to process the TLR changes with your other corrections before you process your backdated pay awards in the same MCR period. Usage of this balance will ensure the correct part-time earnings for an employee on a regular part-time PTR contract on the U line and the BK line in the period.

When TLRs are subject to backdated pay awards, you must process them at the same time as the salary pay awards because the salary pay award action is the trigger for the BK line in the MCR.

Create a Calculation Value Definition

  1. Using the Calculation Values Definition task, create a new calculation value definition.
  2. The calculation type is Rate Definition.
  3. Select Date Earned in the Retrieval Date field.
  4. Create a range of values in the From Value and To Value columns and link the calculation value definition to the predefined Annual Full-Time Factored Allowances rate definition.

Create a Calculation Factor

Create a calculation factor for the element:
  • You can leave the Calculation Step blank.
  • Select the calculation value definition you created initially, that’s associated with the predefined Annual Full-Time Factored Allowances rate definition. (Annual Full-Time Factored Allowances will display in the Range Values column.)
