Balances Reported in the Full Payment Submission
The Full Payment Submission (FPS) contains payment data for all the employees in the relevant period and the year-to-date figures for those payments.
This information is used by HMRC to update their records for the employees on an ongoing basis ensuring that the data is accurate.

When you initialize balances, the process uses the start date of the payroll earnings period to determine the effective date of a period-to-date (PTD) balance. It doesn't use the batch header date.
Take care when the earnings period crosses a statutory tax-year boundary. For example, if
the earnings period is 2-Apr-2025 through 1-May-2025 and the statutory tax year is
6-Apr-2025 through 5-Apr-2026, initializing the NIable Pay PTD balance
with a batch header date of 6-Apr-2025 creates the balance adjustment as of 2-Apr-2025.
Hence, the initialized amount is outside tax year 2025–26.
To ensure that the NIable Pay balance is correct for tax year 2025–26,
initialize the Tax Year to Date (TYTD) balance using 6-Apr-2025 as the effective date.
For more information on how to initialize balances, see the document Balance Initialization Implementation and Functional Considerations (Document 2000651.1) on My Oracle Support (MOS).
