I have entered charges for future billing manually but cannot create an invoice and include these charges.

The charges dates may be in the future and the Invoice options do not allow to include future charges when creating an invoice.

By default, if you entered charges manually, you can create an invoice and include open charges as long as the dates set for these charges are not in the future.

If you want users to create invoices for advanced billing and include charges with dates in the future, you need to select Show future charges when creating an invoice in the Invoices options. If this option is not enabled, users will need to wait until the date indicated on an open charge to create an invoice and include this charge. See Invoice Options.
