Oracle Supplier Qualification Rule Sets

Oracle Fusion Cloud Procurement provides a functionality that you can use to solicit information from your suppliers at various points in the supplier's life cycle. You control the content and timing of the questionnaire by defining rule sets.

A rule set consists of one or more qualification areas. The questions defined to these qualification areas are used to generate a questionnaire and send it to a supplier. After the supplier receives and answers the questionnaire, you can use the supplier's response information to update the supplier profile information. You can:

  • Use existing qualification areas.

  • Create qualification areas in Oracle Supplier Qualification and then use them in your rule set.

    If you have to create a qualification area, note that:

    • The questions must be at the supplier level.

    • The questions are active.

You can specify a sourcing qualification model for a particular procurement BU to assess a supplier's eligibility to participate in sourcing negotiations.

When one of the triggering events occurs for which you have defined a rule set, the application creates a questionnaire consisting of the qualification areas that you identified in your rule set. The supplier responds to the supplier questionnaire In external registrations and you respond to the internal questionnaire in the internal registrations. When you receive the response, you use the supplier's basic registration information and questionnaire responses to evaluate the supplier information with regards to the triggering event.

When a supplier is approved as a prospective or spend authorized supplier, the responses are stored in the Supplier Qualification Response Repository. Once the supplier's responses are in the Response Repository, you can use those responses to create qualifications for the supplier.

Consider these when you use questionnaires in internal supplier registration:

  • Rule Set:
    • Qualification areas or sourcing model intended for the user initiating the internal registration flow should be listed on the rule set's registration rules.
    • Qualification areas or sourcing model intended for the internal responder specified on the rule set should be listed on the rule set's registration approval rules.
    • Qualification areas or sourcing model intended for the supplier contact can be listed either on the rule set's registration rules or the registration approval rules.
  • Internal questionnaire from the registration rules will be displayed as part of the internal registration flow, to be responded by the user initiating the registration flow.
  • When there are any required supplier questions from the registration rules, a supplier questionnaire will sent out to collect the response after the supplier is registered.
  • When there are any required internal questions from the registration rules, with no response during the registration, an internal questionnaire will sent out to the internal responder specified on the rule set to collect the response, after the supplier is registered.
  • When a qualification area is identified in both the registration and registration approval rules, and additionally in supplier promotion rules (in the case of spend authorized registration)
    • When a qualification area is in either the registration, registration approval rules, or supplier promotion rules, or combination thereof, AND also is part of the sourcing model. The qualification area will be part of the assessment.

Consider these when you use questionnaires in both internal supplier registration and external supplier registration:

  • The latest active qualification areas or sourcing model will be used every time the rule set is being evaluated, at registration, registration approval, and supplier promotion times.
  • When there are supplier questions and internal questions from the registration approval rules, a supplier questionnaire will be sent out to the supplier contact and an internal questionnaire will sent out to the internal responder on the rule set to collect the response, after the supplier is registered.

When a qualification area is identified in multiple rules, only 1 set of questionnaires will be sent out (supplier questionnaires and internal questionnaires, or both), if needed, and only 1 qualification will be created.
