Labor Commitment Integration for Third-Party Payroll Encumbrances

Import payroll encumbrance data from third-party payroll systems to automatically create and distribute labor commitment costs to projects. Establish labor commitments before actual payroll costs post, enabling real-time budget consumption and visibility into future labor obligations.

Process payroll encumbrance transactions using the Import Payroll Costs process to create labor commitments against projects. As actual payroll costs are posted, the same process supports liquidation of previously created commitments, ensuring accurate tracking and reconciliation.

Labor commitments are secured using existing privileges, and additional attributes are available in the Manage Labor Costs and Manage Committed Costs pages to identify and review commitment records.

To use this feature, assign the following privileges:

Importing payroll costs and managing resulting labor costs

  • Manage Payroll Pay Elements for Project Labor Cost (PJC_MANAGE_PAY_ELEMENTS_FOR_PROJECT_PRIV)
  • Transfer Payroll Costs to Projects (PAY_TRANSFER_TO_PROJECTS_PRIV)
  • Manage Project Labor Distributions (PJC_MANAGE_PROJECT_LABOR_DISTRIBUTIONS_PRIV)

Managing Labor Schedules

  • Manage Project Labor Schedules (PJC_MANAGE_PROJECT_LABOR_SCHEDULES_PRIV)

Labor commitments are visible to users with the View Project Labor Cost privilege.

How to Integrate and Manage Labor Commitments

Prerequisites

  1. Define pay elements in Fusion Payroll.
  2. Create non-timecard labor schedules for workers who will receive distributed payroll encumbrances.
Import Payroll Encumbrance Data
  1. Prepare payroll encumbrance data from the third-party payroll system.
  2. Use the Import Payroll Costs process to import the data.
  3. Ensure the Transaction Document Name field is populated to identify labor commitments.
    • If left blank, the transaction is treated as an actual payroll cost.
Create and Manage Labor Commitments
  1. Run the import process to create labor commitments for the relevant projects.
  2. Review commitments in:
    • Manage Labor Costs page (using Document Name to distinguish commitments)
    • Manage Committed Costs page (using additional person attributes)
  3. Monitor budget consumption and commitment impact on project budgets.
Liquidate Commitments
  1. Import actual payroll costs or specify liquidation requests through the Import Payroll Costs process.
  2. The process automatically liquidates existing labor commitments.
  3. Review updated commitment and actual cost balances.

Example

An organization uses an external payroll system to manage employee compensation.

  1. Payroll encumbrance data is generated in the third-party system.
  2. The organization imports this data using the Import Payroll Costs process.
  3. Labor commitments are created against project budgets, consuming funds in real time.
  4. Project managers review commitments on the Manage Committed Costs page to monitor future labor obligations.
  5. When actual payroll costs are processed, the same import process liquidates the commitments.
  6. The organization reconciles planned and actual labor costs with improved accuracy and reduced manual effort.

Tips and Considerations

  • Budgetary control behavior

    Labor commitments are funds-checked and reserved only against project budgets, using Force Pass mode.

  • Accounting treatment

    Labor commitments don’t generate accounting events, as they are assumed to be accounted in the source payroll system.

  • Supported transaction source

    Create labor commitments only using the Labor Commitment document under the Oracle Fusion Projects transaction source.

  • Labor schedule requirements

    Payroll encumbrance distribution is supported only for non-timecard labor schedules.

  • Import process capabilities

    The Import Payroll Costs process supports:
    • Creation of new commitments
    • Liquidation of existing commitments
  • FBDI updates

    The File-Based Data Import template includes a Transaction Document Name field to identify labor commitments.

  • REST API behavior

    REST API supports retrieval and search of labor commitments but doesn’t allow unauthorized creation or deletion.
