Setting Up Global Fee Attributes
Agency Staff and system administrators responsible for configuring and maintaining fee calculation logic within the permitting and licensing system can centrally manage fixed fees and rate-based values used in Decision Modeling and Notation (DMN) fee calculation models. Users can define effective-dated global fee attributes (such as application fees or flat rates) that are automatically injected into the DMN payload during fee calculation. DMN models reference these configurable attributes instead of hardcoded values, enabling dynamic fee calculation based on current effective dates.
Adding Global Fee Attributes

On the Global Fee Attributes page, click + Add to add a new global fee attribute.

On the New global fee attributes page, enter values for the fields under the Global fee attribute details and Fee attributes sections.
Page Element Description Date Range
Displays the available effective-dated configurations for Global Fee Attributes. Users can select an existing effective date range to view or modify its configuration details.
Delete Effective Date
Removes the selected effective-dated Global Fee Attributes configuration. This action deletes the associated setup for the selected date range.
Add New Effective Date
Creates a new effective-dated configuration by allowing users to define a new set of Global Fee Attributes for a future or updated effective period.

Effective Start Date and Effective End Date
Enter the start date when the global fee attribute is effective. The default value for the effective end date is open-ended and can't be changed.

Enter a description for the global fee attribute.

Click the Add button to open the New global fee attribute drawer.
Attribute Name
Enter name for the new global fee attribute.
Description
Enter a description for the new global fee attribute.
Attribute Value
Enter a value for the new global fee attribute.
Enabled switch
Turn on the switch to enable the new global fee attribute.
Working with Effective Dates in Global Fee Attributes
You can have multiple effective dates for a global fee attribute, with the option to copy fee items when you create a new effective-dated entry for the global fee attribute definition. Global fee attributes with multiple effective-dated entries appear only once in the list on the Global Fee Attribute page, showing the current effective-dated row.
To switch to viewing other effective-dated entries, click the Date Range drop-down list and select the effective-dated row you want to view.
Here’s how to add an effective-dated entry to a global fee attribute definition:

On the Global Fee Attributes page, click the Add New Effective Date button.

Enter the effective start date.

In the Fee attributes section, search for or add items or click Copy Previous Effective Date to copy the fee item rows from the previous effective-dated entry.
Here are considerations for managing effective-dated entries:

Only users with assigned permissions through the PSC System Administrator role can delete current or historical rows, as well as edit effective start dates.
The system recalculates date ranges when updates are made and prevents duplicate start dates.

All agency staff can delete future-dated rows.

Deleting an effective-dated entry will also remove it from the fee mapping.
Only agency staff with the system administrator role for managing effective date operations can click Delete to remove a global fee attribute, along with all of its effective-dated entries. Staff with this role can also delete individual global fee attribute entries and update the data within any effective-dated entry, whether the entry is in the past, present, or future.
Modifying or Deleting Global Fee Attributes
You can modify a global fee attribute on the Global Fee Attribute page.
All agency staff can delete future-dated rows, but you must have permission to delete current or historical rows, as well as edit effective start dates.
To modify a global fee attribute:-
Select the appropriate Date Range containing the attribute you want to modify.

In the Fee Attributes section, locate the attribute to update.

Select the attribute row to open its details.

Update one or more of the following fields as needed:

Select Save to apply the changes.
Changes to an attribute affect fee calculations for transactions that use the selected effective-dated configuration.

Select the appropriate Date Range containing the attribute you want to delete.

In the Fee Attributes section, locate the attribute to remove.

Select the attribute row to open its details.

Select the Delete action for the attribute.

Select Save to remove the attribute from the configuration.
If you want to retain the attribute for historical or auditing purposes, consider setting Enabled to Off instead of deleting it. Disabled attributes remain stored but are not included in fee calculations.
