Note:

When a plan review cycle is finalized, supported comments from Bluebeam are copied into Oracle Permitting and Licensing as separate Plan Review comments. Imported Bluebeam comments are read-only and can't be edited or deleted by plan reviewers or plan coordinators with the exception of updating the comment visibility between public and private. They can only change the visibility until the plan review cycle is closed.
