Setting Up AI-Assisted Application Verification
AI-Assisted Application Verification enables an agency to use the Application Acceptance Assistant Verification workflow agent to evaluate submitted Permit and Planning and Zoning applications. The agent can review application information and provide verification results for agency staff to review or apply verification outcomes automatically, depending on the agency’s configuration.
The delivered workflow uses two template-based agents: the Application Acceptance Assistant Verification template and the Intake Analyst template. Copy and publish the Intake Analyst agent first. Then copy and configure the Application Acceptance Assistant Verification agent to use the copied Intake Analyst agent before publishing the verification agent.
Configure Business Rules Framework criteria to specify the agent for specific application types that require AI-assisted verification, such as a Solar Permit. Applications that don't meet the Business Rules Framework criteria aren't processed by the agent.
Let's look at how to set up AI-Assisted Application Verification:
-
In the Functional Setup Manager, enable AI functionality for Permits, Planning and Zoning, or both.
Select Change Feature Selection from the Actions and enable the AI functionality option for the applicable offering.
-
Configure security for AI agents and application acceptance processing.
Give implementation users access to configure AI agents and Business Rules Framework rules. Give agency staff access to the application details and worklist pages where they review verification results. Agency staff must have the appropriate permissions to update verification notes or request resubmittal.
For more information, see Securing AI Agents and Agentic Apps.
-
In AI Agent Studio, copy and publish the Intake Analyst template. Then copy the Application Acceptance Assistant Verification template, configure the copied verification agent to use the copied Intake Analyst agent, and publish the configured verification agent.
-
Configure a Business Rules Framework rule to call the published workflow agent after an eligible application is submitted. For permit applications, select the After Permit Application Submitted event. For planning applications, select the After Planning and Zoning Application Submitted event.
Setting Up the Template Based Agents
-
In AI Agent Studio, open Marketplace, select the PSC family, and find the Intake Analyst template. Select Copy Template, enter an agency-specific suffix, and publish the copied agent.
-
In the same Marketplace view, find the Application Acceptance Assistant Verification template. Select Copy Template, enter an agency-specific suffix, and create a draft of the copied agent.
-
In the copied verification agent, select the Validate Custom Fields and Custom Grids node. In its properties, select the copied Intake Analyst agent and set the input parameters shown below. Selecting an agent can clear these values, so set them after selecting the copied Intake Analyst agent.

Configuring the Verification Flow
Configure the workflow agent to retain agency staff review or to apply verification outcomes automatically.
Retaining Agency Staff Review
In the human-in-the-loop configuration, the agent validates the application after it is submitted. The application remains in Submitted status after AI verification until agency staff review the results and take the appropriate action.
Agency staff select Review Verification from the More Actions menu on the Application Details page or from the Actions menu for the relevant Application Acceptance task in the worklist. They review the verification results and notes, then decide whether to continue processing the application or request resubmittal.
Use this configuration when agency staff must review the verification results before the application advances or is returned to the applicant.
Automatically Applying Verification Outcomes
Use this optional setup only for application types for which the agency chooses not to require human-in-the-loop review.
In AI Agent Studio, open the copied Application Acceptance Assistant Verification agent, create a draft, and select the Set Auto Advance With No Human In The Loop node.
In the Application Types to Auto Advance setting, enter the application types for which the agent can automatically change the application status to Awaiting resubmittal when it identifies issues. Enter multiple application types as a comma-separated list.
In the Application Types With No Human In The Loop setting, enter the application types for which the agent can automatically advance the workflow when it finds no issues. Enter multiple application types as a comma-separated list.
Save and publish the copied verification agent. For application types that aren't included in these settings, the default human-in-the-loop review remains in effect.
